When there is a tie (50/50) vote, the Chair may chose a tie breaking vote or ask for a rewriting of the decision, depending on the nature and importance of the situation.
* New applicants to COHRA have an automatic one year probation period as a supporting member, after which a vote from within current members decides whether or not full active membership on the council is warranted. Supporting members are not obligated to apply for direct council meeting involvement.
* Current council members who are shown not to uphold the COHRA oath of office (agreement) are excluded from further voting capabillity and remaining council members decide how long to place the former member on probation (supporter status), not exceeding one year maximum or one month minimum re-application process.
* Ammendments to the COHRA agreement must not contradict the original agreement created by Purple Crow in 1987 and published in 2000-2005.
